According to the order of the Republic Emergency Situations Headquarters, who held an extraordinary session on May 7, 2019, during which he discussed the hydrometeorological situation and the readiness of competent authorities and flood services to make certain conclusions, with the aim of timely preparation and undertaking of preventive and operational Measures to prevent or mitigate the effects on the life and health of people and material goods, on May 13, 2019. In the hall of the Jablanica Administrative District, a joint extraordinary session of the District Emergency Situations Office of the Jablanica District and meetings of the City Staff of the City of Leskovac was held, due to the urgency of taking precautionary and operational measures. The meeting was attended by all 11 members of the district staff, as summoned, because the session was scheduled in a shortened convocation. In addition to members of the District Emergency Session, the meeting was attended by members of the City Emergency Staff, as well as representatives of the human and mechanistic protection and rescue entities that would be involved in floods.
The session was chaired by Miloš Ćirić, commander of the emergency room for the Jablanica Administrative District.

Pursuant to Article 17, paragraph 3 of the Decree on the Composition and Method of Operation of the Emergency Situations Headquarters (Official Gazette of the Republic of Serbia No. 98/2010 and 92/2011), with the aim of timely preparation and undertaking of preventive and operational measures for flood protection preventing or mitigating the consequences for the life and health of people and material goods, the Emergency Situations Office of the Jablanica Administrative District at a session held on May 13, 2019. The following conclusions are made:
- All entities of special importance for protection and rescue on the level of the Jablanica Administrative District are obliged to raise the level of mobility of the forces and resources they have in order to participate in timely flood defense.
- If necessary, activate expert and operational flood defense teams to scout the terrain and monitor water levels on rivers and streams of 1st and 2nd order.
- It is obligated by the professional service for the protection and rescue of the town of Leskovac and the municipality of Jablanica district to inform the president of the local communities and trustees in the Ministry of the Environment, who were previously threatened by the floods on the hydrometeorological situation and the possibility of floods, in order to eliminate the flood protection population.
